Plevna council approves $65,386.57 final payment, declares sewer project substantially complete

The Plevna Town Council voted March 9 to accept closeout paperwork for a recently completed sewer project and to pay the contractor for final work. Councilwoman Promise Miller moved to approve the final quantities change order and the final pay application of $65,386.57 to Arrow Restoration and a 1% state tax payment of $653.87; the motion carried 4–0.
Brosz Engineering representatives Josh Stuchl and Rylan Limesand told the council the contractor used 12 fewer feet of pipe than estimated and that the certificate of substantial completion sets the project completion date at Feb. 15, 2026, which starts the contractor warranty period. Brosz said the contractor will return in spring to finish topsoil and seeding and that a closeout report is due at the end of March. Mayor Gary Thielen noted administrative follow-up will include meetings with county commissioners and EPEDC staff to reconcile grant payments and project paperwork.
