A Daytona Beach resident, Katie Bonner, asked the council to waive an $805 zoning variance application fee and associated public-notice fees under the Fair Housing Amendments Act to fund a 12-by-12 protective barrier for her minor autistic children.
Bonner told the council she had provided a pediatrician's letter confirming medical necessity and described the barrier as essential to prevent her children from exiting the home into the street. Staff confirmed the medical documentation and advised that while advertising/legal-ad costs paid to the newspaper cannot be waived, council can waive other county fees.
Vice Chair Matt Reinhart moved to waive all county fees except advertising fees; the motion, seconded by Councilman Santiago, passed unanimously. The chair asked staff to follow up with the resident to confirm next steps and payment responsibility for the advertising costs.
