Greg Bates said the noise from a multi‑day "day of the dead" celebration two years earlier — and again recently — was "so loud that I could hear it above the sound of my television," and that repeated calls to the sheriff and Creedmoor police produced conflicting answers about who had jurisdiction. Bates asked the county and the city to coordinate on potential ordinance changes, fines or restrictions on special events and on whether a permanent stage on the property received proper permits. Commissioners and county staff acknowledged the jurisdictional complexity of ETJ policing and asked the county manager and sheriff to engage the city manager and law enforcement to clarify enforcement paths and pursue remedies.
