County authorizes application for DOLA Climate Resiliency grant to support EMS station (up to $2 million)

Jeff Hickam (County Project Manager) asked the board for direction to apply to the Department of Local Affairs (DOLA) for the Climate Resiliency Challenge Grant to support the EMS Station project, noting the program could provide up to $2 million for the build and that a subsequent Energy Impact Assistance Fund application could add another $1 million in a later cycle. Hickam explained the county does not meet some certification criteria (LEED/Green Globe) because state funding percentages do not align, but staff intend to design the building to 2021 IBC and energy conservation codes where feasible.
Hickam told commissioners the grant is due in early December and staff and the finance director will finalize a draft before submission; he asked to authorize either County Manager Moyer or Austin Wingate to sign electronic documents if needed. The board moved to authorize staff to proceed with the application and granted signature authority to either Mr. Moyer or Mr. Wingate during the application process.
