Building department budget sets aside full funding for deputy official and small vehicle
Summary
Council heard that contractor-registration fees are disallowed at state level and the building fund will fully fund a deputy building official position; staff proposed capital for a small pickup truck and a $1,500 training increase for new code books ahead of 2027 code change.

Sheila, presenting the building fund, told the council the fund does not draw on property-tax revenue and is supported by permit fees. "These funds and the building fund does not receive any revenue from property taxes nor the general fund," Sheila said, adding a deputy building official position is now fully funded after being partially funded previously.
Sheila said state law removed authority to charge certain contractor-registration fees, which reduced revenue and required adjustments, and noted a small capital request for a pickup truck for the deputy building official. Training line items were increased by $1,500 to cover new codebooks ahead of the 2027 code change. Council members asked whether a broker’s opinion could substitute for appraisals in some land-acquisition cases and sought clarification on vehicle size and grant offsets for staffing.
