City staff presented a proposal for the successor agency to convey title to a 0.34-acre parcel on Lonesome Dove Court to Norco City for continued governmental trail use.
Lizette (staff presenter, S17) said the parcel was declared exempt surplus land by successor agency resolution 2,545 and is intended to remain part of the city's trail system. She told the council the transfer requires Riverside County Oversight Board approval and review by the California Department of Finance and that, "there's no compensation agreement required at this time, and this is exempt from CEQA guidelines." The presentation cited the Health and Safety Code as the legal authority for the transfer.
After staff explanation there were no public comments on the item. Council combined three recommended actions into a single motion "to move the recommended action" and voted unanimously to authorize the transfer, to find the transfer exempt from CEQA, and to authorize the staff designee to execute the grant deed and related documents. Later, acting as the receiving body, the city council adopted resolution 2576 to accept the property and authorized execution of the certificate of acceptance.
Councilmember Newton asked whether the trail parcel is maintained by the city or was intended to be maintained by the developer; staff confirmed the city currently maintains it through contractual services and said they would verify any original developer maintenance condition in the record.
