A staff member (legal/administrative) told the City of Beacon Planning Board at a workshop that the city council has scheduled a public hearing next Tuesday on a proposed local law and asked for the board’s comments: "the city council has requested if we can get comments back to them tonight, for their consideration at the public hearing, that would be great." The draft would amend the subdivision and zoning chapters of the city code to align timing of referrals with the New York State General Municipal Law while preserving review periods.
Staff explained the practical change: under the proposal a public hearing could open while a county review or a planning-board report is still pending, but "you can't take final action on the matter, until either those 30 days has lapsed or you hear back from [the county] with comments or response." Board members discussed making the planning-board response window effectively 60 days in some cases and asked how moving hearings and referrals into a more parallel process would affect public participation and the timing of final decisions.
