Norco council adopts personnel policy, directs staff to address volunteer protections

The council voted unanimously to adopt Resolution 2025‑61 as the personnel policy before them and directed staff to review administrative policies to address concerns raised about volunteers and workplace conduct. Councilmember Greg (Bowen) urged additional protections for volunteers and raised appearance issues, saying he did not find language preventing "different color hair" among city personnel or volunteers and asking that the city "relook at it and add a couple more items to be able to safeguard" volunteers.
City staff cautioned that some elements of personnel policy are negotiated and would need to be returned to bargaining units if changed. Colin (S3) said staff could approve the personnel manual tonight and separately "meet and confer with the unions on that one item" regarding administrative policy. The council adopted the resolution with a motion to approve the personnel policy as presented and direction for staff to examine administrative policies and return with changes if needed. "A motion passes unanimously," the clerk confirmed.
