Bellaire holds public hearing on FY2027 budget as staff point to reserves to cover a $0.7M gap

Council held a public hearing August 3 on the City of Bellaire’s proposed fiscal year 2027 budget, which covers 10/01/2026–09/30/2027. City Clerk Tracy Dutton read the notice (Ordinance No. 26-042) and the document on file. Chief Financial Officer Terrence Beaman told council the budget packet shows approximately $69.9 million in proposed revenues and $70.6 million in proposed expenditures.
Beaman said the apparent difference is addressed by the city’s available beginning fund balance and reserves. “You have a beginning available fund balance, then you have revenues coming in and as long as your total available resources exceed your expenditures, then your funding is great,” Beaman said. He also told council staff had received about 26 public questions to date and were posting answers weekly for transparency.
No residents signed up for oral comment on the budget, but the mayor pro tem read written input into the record. A letter from the Friends of the Bellaire Library urged preventive exterior waterproofing and carpet replacement; the letter said deferring maintenance risks more expensive structural repairs. Multiple residents urged prioritizing flood control projects over new monuments or other spending. The council set the budget’s final deliberation for Monday, September 21; written comments will be accepted through noon on Tuesday, September 15 for inclusion in the record.
