Council and CCA staff discussed organization and workload as the council's remit may expand to include medical program advice and retail adult-use oversight. CCA staff outlined the regulation-development workflow (identifying needs, soliciting stakeholder input, drafting language, public comment and potential Office of the Attorney General review) and noted the council has 30 days to approve or deny regulations in subsection f of 4.1606.
Members debated whether to create a small regulatory review committee or involve the full council for all materials. Some members cautioned against narrowing review to a few people because the council's members bring varied expertise; staff said both in-person and remote subgroup options are possible and agreed to return with a proposed process and timeline.
