Bedford consultant: water and sewer rates to rise as wholesale TRA costs climb

A consultant for Bedford’s utilities told the council that wholesale cost increases from TRA are the principal driver of proposed water and sewer rate increases for FY 2026–27. "Rates are going up," NewGen’s Chris Heckert told the council, and he said the proposed changes are designed to preserve the city’s cash reserves and debt-service coverage.
Heckert framed the proposal as a roughly 5.5% combined fund revenue increase that will vary by customer use: under staff tables, an average summer household bill would rise by about $10.79 (about $10.23 of which staff described as a TRA pass-through). "This rate increase is simply designed to maintain that going forward," Heckert said, describing the increases as necessary to preserve a 90-day cash-on-hand policy and the city’s credit profile.
Why it matters: staff stressed the majority of utility cost increases are not discretionary — purchased water and sewer treatment account for the main expense and are set upstream. Council members asked for comparisons to neighboring cities and were told Bedford’s relative position is expected to remain similar because other regional utilities are facing parallel TRA increases.
No final vote was taken on rates; staff said water/sewer rates are on the same Sept. 8 finance-day agenda as the tax rate and budget.
