CCA outlines medical cannabis rules, seed-to-sale tracking and safety steps

A Cannabis Control Authority presenter described current operations of Virginia's medical cannabis program and how many elements will inform forthcoming retail rules. "We've conducted 2 safe driving surveys in the last 4 years, 1 in 2022, 1 in 2024," the presenter said, and summarized survey results: "about 0.667 of all driving age Virginians have used marijuana ever in their lives, and about 0.333 are using kind of on a weekly basis." The presenter added that most consumption occurs at home but that outside-the-home use is significant enough to warrant continuing impaired-driving education.
The staff member reviewed the seed-to-sale tracking system implemented last summer, the product-registration and compliance-testing process, and label and packaging review. The CCA requires premarket registration, compliance testing, entry into the tracking system and pharmacist oversight at dispensing locations under the pharmacy-model medical program. The presenter said one Virginia lab currently performs compliance testing and that, when a batch fails, the lab must report directly to the CCA. The agency also publishes monthly dashboards; staff said January through May sales were roughly $75,000,000 with average monthly sales near $15,000,000.
