Poulsbo staff outlines $12M tournament-field 'perk' project; RCO grant could cover $1.5M

Jeff said the first phase would focus on tournament-sized fields and supporting infrastructure and estimated the overall project at about $12,000,000.
Jeff told the committee the city has a competitive $1,500,000 grant application with the Recreation and Conservation Office (RCO) that could materially reduce local funding needs. "We have a grant out for $1,500,000 and we're sitting pretty dang competitive right now," he said. Staff and members cautioned that construction bids are running high; Jeff recommended retaining "some dry powder" in reserves to respond to cost increases or new opportunities while still using a portion of reserves for priority investments.
Members emphasized the project's potential to drive shoulder-season visitation (October–April) and support nearby colleges. The committee did not commit LTAC funding during this call; Jeff said the city aims to be under contract by late 2025 if timelines hold and that further design and funding conversations will continue.
