The Hines Common Council read and unanimously adopted a series of budget resolutions affecting contingency and departmental funds. Administrator Worley read Resolution 2391, explaining transfers that included $12,000 allocated for strategic planning, engineering review of a subdivision application and lift station final payment; Councilor Beers moved to approve Resolution 2391 and Councilor Brizendine seconded. The Council also adopted Resolutions 2395 ($10,000 from City Hall contingency distributed to five funds), 2396 ($8,000 transfer) and 2397 ($12,500 transfer) after each resolution was read aloud and motions to accept were seconded and approved unanimously.
Separately, the Council accepted $12,320 in community donations under Resolution 2394 to fund restoration and return of the Oregon N&NW caboose as a historical preservation project. Councilor Allison moved to accept Resolution 2394 and Councilor Brizendine seconded; the motion passed unanimously. The transfers and donation acceptance were recorded without roll‑call controversies.
