Resident disputes neighbor's use of right-of-way, says falcon was being exercised not used to hunt

During the public-comment portion, Mark L. Moore raised two concerns about property use near Shelton Avenue: that a neighbor had been given permission to stage logs on land Moore says belongs to him, and that earlier the same day he was contacted by an OSP trooper and a Hines officer for alleged trespassing and illegal hunting while he was "exercising his falcon, not hunting." Mayor Morgan asked for his address and said she would investigate the ownership and permissions for the parcel.
Public Works Superintendent Jerry Lewellen told the Council the strip in front of Moore's property is a city right-of-way that contains the water, power and phone lines. Police Chief Ryan DeLange confirmed Dispatch received a call that Moore was hunting with a falcon and officers responded. Moore said he has called Dispatch in other situations and felt officers had not always responded to prior calls.
Mayor Morgan later apologized to Moore for remarks made earlier and said she "failed" in how she handled the interaction during the meeting.
