Council hears that Telos subdivision exceeds current lagoon capacity; city seeks DEQ forgivable loan

City Administrator Roxane Worley told the Hines Common Council that the Planning Commission will hold a public hearing April 29 on the Palmer Estates (Telos Development) subdivision and flagged a capacity constraint in the city’s wastewater system. "As it currently stands, the City doesn't have the capacity to bring 104 homes into our current lagoons," Worley said, and she explained the City has pulled back the facilities plan to request that a fourth lagoon be written into the plan as part of a forgivable DEQ loan application.
Worley said adding the fourth lagoon to the facilities plan is a prerequisite for pursuing state funding. Councilor Hilda Allison pressed for clarification on whether the lack of funds or lagoon capacity would pause the Telos project; Worley said the Planning Commission will receive testimony on April 29 and that future planning discussions with the Council and assigned facilities members will be needed to determine next steps. The report from DEQ, DLCD, BIZ Oregon and a Governor’s Office representative informed the City's approach to the application process.
