Resident raises annexation, school-capacity and wastewater overflow concerns; city points to consent-decree work

Mayor Gallagher and staff replied that the relevant reports are public and offered to provide Ray with the cost studies and infiltration and plant-improvement plans related to the city's consent decree with the Iowa Department of Natural Resources. Staff said decisions about whether developers would pay for infrastructure costs had not been made and that they would make the public documents available.
The exchange focused on the need for transparent cost accounting for annexation decisions and on ongoing wastewater improvements; staff committed to follow up with the resident and to share the referenced reports.
