Council members briefly discussed involuntary annexation as a possible mechanism to increase the tax base to help cover sewer and other infrastructure costs, but several members expressed discomfort with the option.
Speaker 4 asked whether, if the city were successful in an involuntary annexation, the properties would come in as 100% new valuation or at "2% above existing valuation." Staff (Speaker 10) said the city's understanding is that expansion of borders would count as new valuation for the first year, then be capped in subsequent years.
Several councilors said involuntary annexation has not been something the council has favored; staff agreed to bring legal and fiscal clarifications rather than pursue involuntary action without additional direction.
