Council approves $16.8M GMP amendment for lift station; project total now about $19.78M

Town staff updated council on the Plum Creek lift-station and force-main project and asked council to approve a second contract amendment so construction can proceed. Staff said the project is at roughly 90% design and that phase 1 will be built to 1,200,000 gallons per day, with a phase 2 expansion to 2,200,000 gpd handled later. Mark Henderson told council the initial GMP at 60% design was about $18.78 million; after negotiations contractor scope and costs were trimmed and the negotiated contractor construction GMP is $16,766,000, putting contractor-plus-design at roughly $18.4 million. Accounting for easements, land acquisition and other items, staff estimated the total project cost at $19,780,000 and said an additional $984,296 is needed to proceed.
Staff and council discussed timing and the risk of rebidding; Henderson said ARPA funding ($14 million) must be spent next year and that delaying to rebid could imperil that funding. Council voted unanimously to approve the amendment and move forward with construction procurement under the negotiated GMP.
