Staff presented a substantial‑compliance hearing for an annexation petition submitted by St. Francis of Assisi Catholic Church for a roughly 16.5‑acre parcel in unincorporated Douglas County. The parcel is currently developed as a church with associated parking and is served by Castle Rock water but uses a septic system; staff said the annexation would require future connection to town services.
Tara Vargas told council staff found the petition met the State of Colorado’s filing and map requirements and recommended setting an eligibility hearing to determine statutory annexation eligibility. The council moved and approved the resolution unanimously and set the eligibility hearing for Tuesday, 2026-02-17. Staff noted future hearings will address eligibility and then zoning and that additional submissions (zoning) will follow the eligibility determination.
