Castle Rock staff report progress on stormwater fixes, add inspector and plan update contract

Town staff presented an update on stormwater work that followed last year’s major June storm. Mark Henderson told the council the town has revised its storm drainage criteria and temporary erosion controls, retained engineering help to address specific problem areas, and has already used about $132,000 of a $200,000 repair allocation to construct concrete diversions, extend storm sewer and add new inlets. "We had $200,000 for this year. We spent 132 of that," Henderson said during his presentation.

Henderson explained recurring field problems—improperly installed swales, insufficient inlet depth and missing emergency overflow paths—and said the town is enforcing corrections more stringently, including stop-work orders where necessary. He said the town is adding a full stormwater infrastructure inspector next year and plans to award a contract shortly to update the stormwater master plan to identify priorities and funding options. "We're gonna be awarding a contract very shortly to do a complete update on our stormwater master plan," Henderson said. Council members pressed staff on groundwater, chase drains and how the new criteria will affect developers.
