Marlowe acknowledged disadvantages of sole sourcing — the need to guard against vendor lock‑in and to monitor quality assurance — and said the town negotiated the price down by about $250,000 based on engineering review.
Council discussed scope and cyber responsibilities; staff said Tetra Tech remains involved on cybersecurity and that Logical Systems will integrate controls and oversee construction while hardware vendors such as Allen‑Bradley and Rockwell supply equipment. The council voted 6-0 to approve the resolution authorizing the contract and contingency.
