Council adopts FY2026 budget adjustments, staff says utility rate increases to follow

The Huntington City Council voted Nov. 19 to adopt Resolution 2-20-2026, approving adjustments to the city's FY2026 budget after a public hearing.
A city finance staff member presented the proposed changes, saying, "we're increasing our revenue from $1,244,810 to $1,304,210" and outlining expense shifts including an increase in general government expense from $288,950 to $291,550 and highways/public improvements from $382,200 to $452,000. The staff member also said the transfer from the general fund to capital projects would be cut from $75,000 to $50,000 and that some capital-project revenues were reduced.
Council members asked for clarification about customer impacts. The staff member said special-service charges set by the utility provider will raise culinary rates by $0.80 per account and increase sewer and secondary charges by $0.40 per account; those rate changes will be finalized at a public hearing before the special service district next month. After the presentation and Q&A, Councilmember Gloria Wilson moved to adopt the resolution; the motion passed on a voice vote.
The resolution and accompanying budget documents adjust multiple funds to reflect the revenue and expense changes the city described; council members said additional capital and interior-repair bids would be handled separately and that rate increases are tied to the utility provider's action rather than a direct city vote.
