Business owners and residents tell council downtown parking, safety issues are hurting commerce

During the public-comment period at the March 17 meeting, multiple speakers described persistent parking and safety problems in a downtown area near Northern Boulevard and Pleasant Avenue that they said are damaging nearby businesses and endangering pedestrians.

A resident who described incidents of threats and repeated disruptive behavior said crowds associated with a nearby business block access, double park and have caused tenants and customers to avoid the area. "This is not right," the resident told the council, describing threats directed at family members and saying that, if enforcement does not improve, they will take direct action.

Christie Bercusi, who identified herself as representing KLD Properties, detailed a multi-year problem at her rental property: long queues, vehicles blocking access for tenants and emergency vehicles, alleged indecent acts on private property, and threats that have left tenants afraid to come to work on Saturdays. She said she has videos and evidence and that she has spent more than $1 million renovating the building. "I've truly tried everything," she said, and asked the council for help and city backing.

Council members acknowledged the complaints and noted limits on what parking enforcement can do; one member advised the speakers to provide written materials and evidence the city can use to pursue enforcement options. No specific enforcement action or city ordinance change was adopted during the meeting; the comments were entered into the public record for follow-up by staff.
