Chief says personnel and technology drove Laredo’s national safety ranking; council presses for transparency

Council members pressed the chief about the department’s use of automatic license-plate readers (ALPRs) and other surveillance technology. Chief Rodriguez said the department is drafting a revised governance policy and will report regularly to the Public Safety Committee and the full council about technology use. He stated the department shares ALPR data only with the Texas Department of Public Safety under current protocols and described plans for monthly transparency updates. A council member asked for a publicly available portal describing the technology and its safeguards; the chief and staff committed to work with the city attorney on the policy and to bring a transparency report to the committee and council.
