Ingram Solar applicant to consolidate visual-impact materials; public hearing continued to March

The board received an update from Sierra Hopkins, project manager for the Ingram Solar Project, who said the applicant submitted additional visual-impact assessment materials requested by the board and its consultants. "My name is Sierra Hopkins. I'm a project manager for Rick Energy," she said, and asked the board to advance the record once the landscape-architect comments are available.
Board reviewer Mr. James and others identified shortcomings in earlier photo selections, camera-lens equivalency and the need for leaf-off documentation for accurate worst-case visual analyses. Attorney Rhea Mallet, representing several residents, asked the board to consider rejecting the application as incomplete unless the applicant meets zoning-code requirements for contiguous-property screening and accurate photo simulations. The board carried the public hearing to the March meeting so members and consultants can review the consolidated package and the landscape architect's comments.
