Parks staffer Jeff Brower framed the document as a roadmap: "This is the 2025 to 2027 strategic plan for the parks and recreation department here in Castle Rock," he said, noting the plan draws on community input and staff workshops. Key initiatives include activating Lost Canyon Ranch open space with trails, parking and interpretive signage; opening the Castle Rock Sports Center (including a natatorium and gymnasium) targeted for 2027; extending trail connections such as the Industrial Tributary Trail and Santa Fe Quarry Trail; reinvesting in existing assets including Cantrell School (parking, auditorium, roof/window work) and Red Hawk Ridge Golf Course (irrigation/station and pump replacements and converting cart fleet to lithium batteries); and improving asset management and technology to support operations.
Council members asked about amphitheater expansion opportunities and safety/operational concerns related to lithium batteries in golf carts; staff said expansions have been discussed and the lithium conversion would be phased and coordinated with providers to address safety. The resolution adopting the plan passed unanimously.
