Council tightens nonprofit funding policy: budget changes, location preference and award caps adopted

Town staff presented and council approved several changes to the nonprofit funding program to be implemented starting in 2026. The measures update award caps, eligibility and how finalists are brought before council.
Kristen Reed summarized the six changes staff implemented after prior council direction. Reed said, "The 1st 1 is that budget increase to 20000. That would cap out awards at 1,000 per request and 5,000 per 0.25." She also said the policy adds a preference for organizations located in Castle Rock while allowing outside groups that serve residents to apply, and it removes performing and visual arts from this program (those activities were moved to the new arts-and-culture grant program). Additional changes include narrowing eligibility for youth and high-school sports except for one-off projects, limiting the number of applications staff advance to council to five per quarter, and a one-year pause for groups that win awards two consecutive years.
Council members spoke in support of tightening the program to clarify priorities and reduce administrative burden in presenting too many applicants at once. The resolution passed unanimously on roll-call vote.
