Norco adopts comprehensive fee study; some fees effective immediately, penalties added for unpermitted work

Joshua presented the comprehensive fee study and cost allocation plan prepared with consultant Willdan Financial, noting fees were last updated in 2019 and that rising service costs prompted the update. The study reviewed department fees (building, planning, community services, animal control) and proposed adjusted fees to better align cost recovery. Joshua said the city will add a "special investigation fee" for work that required a Title 15 permit and commenced before the permit was obtained; the penalty for failing to obtain a permit would be to double the original permit cost.
There were no public comments on the fee study, and the council voted unanimously to adopt Resolution 2025-567. Staff noted most fees will be effective upon adoption while some development-type fees will phase in 30 to 60 days depending on the type of fee; Willdan Financial and city staff will remain available for implementation questions.
The council emphasized that the study had been previewed in an August workshop and was fully detailed in the agenda packet.
