Council approved a purchase and sales agreement to acquire a portion of Pole Road right‑of‑way from Burlington Northern Santa Fe for $447,996. Staff said the parcel is approximately 2,300 feet in length by 60 feet wide (about three acres) and the acquisition is needed to fully rebuild and redesign the roadway to improve connectivity between Moore and Oklahoma City.
Staff explained the city needs to own the right‑of‑way to rebuild the road and that the acquisition will be reimbursed through a tax increment financing (TIF) district as development generates incremental tax revenue; the purchase includes a requirement for a phase‑2 environmental study per BNSF before closing. Council moved, seconded and approved the purchase by roll call.
Staff said the purchase is being accelerated to support planned development in the area and noted that reimbursement from TIF revenues will follow as the district captures new incremental value.
