Norco council creates deputy city manager/director role and updates salary plan for FY25–26

The council adopted Resolution 25-66, updating salary ranges and adding a deputy city manager/director of community services operations for fiscal year 25–26. City Manager Lisette described the role as overseeing parks and recreation, youth sports, facility maintenance, animal services, event centers, LMDs and capital-improvement projects and told the council she would appoint the position if the resolution passed. "This position will also, provide oversight to both facilities and maintenance operations as well as our community services," she said.
During public comment, Bill Naylor questioned the staffing level and ongoing cost, saying the position appeared to be "roughly a $250,000 a year ongoing" commitment and suggested rethinking whether directors should report to directors. The mayor encouraged Naylor to contact the city manager for further clarification. The council adopted the resolution unanimously, and the city manager will proceed with next steps for classification and appointment.
