Acting community development director Mark explained the commission had added the concealed-fastener condition to improve aesthetics, but staff recommended removing it because it is not typical for residential metal buildings, increases cost and is not required by code.
Mark said staff concurs the condition is not typical and recommended the council adopt a resolution approving the site plan without the concealed-fastener requirement. After discussion, the mayor and several councilmembers said they agreed the condition should not have proceeded to council and that staff should make color-match determinations from prefinished panels rather than requiring painted panels. The council voted to adopt the staff recommendation, remove the concealed-fastener condition and refund the applicant's appeal fee; the motion passed unanimously.
The action leaves the project approved while removing an atypical aesthetic requirement and directs staff to handle finish-color matching and administrative details going forward.
