Residents ask Norco council to let established decorative pavers remain after code citations

Multiple residents addressed the council during public comment about code-enforcement notices requiring removal of decorative pavers placed in front of homes. Rafik Filolobos said his family installed pavers for safety and to avoid winter mud for an elderly relative and that they received an order to remove them. "We received, order to remove them," he said, asking the council to consider allowing them to remain for safety reasons.
Resident Dave Mishriki said he had lived in Norco since 2010 and was surprised by the citation because many neighbors also have pavers: "It's important to note that 7 out of the 11 homes on Morab don't have have pavers, so 65% of that street has pavers," he said. He asked whether there is a permitting pathway or fee option to legalize existing pavers and said he is willing to pay permits or take other steps if allowed. Mayor Greg Newton and staff directed residents to meet with the Director of Public Works (Mr. Nelson) after the meeting to review the code case and potential next steps.
Council did not take immediate policy action during public comment but referred the residents to staff for follow-up on enforcement, permitting and any available variance or permit process.
