Board authorizes processing of Monarch Dunes amendment to expand ADU opportunities

The Board authorized staff to process an application by Monarch Dunes LLC to amend the Monarch Dunes specific plan to increase maximum lot coverage for particular twin-home sites, expanding the ability to build accessory dwelling units (ADUs).
Corey Hahn of the Planning and Building Department summarized the request: the applicant seeks to increase lot coverage from 54% to 65% (with a 2,970-square-foot cap remaining in place) to allow ADU-equipped twin-home floor plans to fit on more lots. "With this change, it would make it more flexible for those ADUs be incorporated as part of the design," Hahn said.
Ian McCarville, a land-use consultant for the applicant, told the board that buyer interest in larger floor plans and the ADU model could not be accommodated on many lots under the existing 54% limit. He asked the board to authorize processing so the planning commission and future hearings can consider detailed environmental and design review. The board voted unanimously to authorize processing.
