Staff said Council Member Hilyard had proposed the amendment and that the city attorney reviewed it and found it appropriate for the agenda packet. Burch said she believed the item should be split into two separate ordinances and that the change “oversteps greatly,” while Dye said the code’s application to elected officials was already clear and questioned the need for further changes.
The council recorded the vote on the ordinance as 3-1. The minutes do not record additional amendments beyond the addition of Section 108.
