Staff told the commission the renovation includes new upper-level windows, a balcony and a retractable awning, along with a possible first-floor door modification. The overall project estimate is about $178,000; the applicant received a $20,000 façade grant from the downtown Business Improvement District. Staff recommended approval with three conditions, including that the design meet downtown guidelines, the applicant verify whether a special flood door is required given the property's location in the floodplain, and that easement and agreement documents involving the city‑owned Riverwalk property be resolved before building permits are issued.
Commission members moved and seconded approval and carried the motion by voice vote. Staff will ensure the listed conditions are met prior to permit issuance.
