Council to adopt budget next week; priority‑based budgeting will guide response if Valero closes

City Librarian Jennifer briefed the board that the Benicia City Council completed a first review of the city budget last week and expects to adopt the budget at its meeting next week. She said staff participated in council study sessions and were ready to answer questions; none were requested during the first read.
Jennifer flagged a near‑term uncertainty tied to Valero: "We are anticipating what I'm hearing is that we could have more information as early as next month, but no later than the 1st 0.25 of this next fiscal year," she said. The council also approved a contract for a priority‑based budgeting process to evaluate services and tradeoffs if Valero were to close.
