Benicia council confirms assessments for five landscape & lighting zones, orders levy

City staff opened a public hearing on the Landscaping and Lighting Assessment District (LLAD) for fiscal year 2025–26; Public Works Director Ms. Bonham introduced the topic and consultant Chris Thomas of Harrison Associates explained this is the second step in the annual process and that each zone now shows a positive fund balance.
Thomas told council and the public that the assessments have no automatic escalator, meaning rates set years ago have remained unchanged; any increase beyond the maximum assessment would require a property-owner ballot under Proposition 218. After receiving public statements and procedural questions about a proposed future citywide district, the council moved, seconded, and adopted a resolution confirming the assessment diagram, approving the engineer's report, and ordering levy and collection of assessments for FY25-26.
