“The board is being asked to approve the memorandum, the MOU, that formalizes the dissolution of San Ynez Valley Special Education Consortium effective 07/01/2026,” a district official said during the meeting. The MOU directs that special-education revenues generated by resident students be allocated directly to participating districts beginning in 2026-27 and establishes procedures to allocate remaining reserves, equipment and any outstanding liabilities based on each district's proportionate average daily attendance.
The agreement specifies that site-purchased equipment will remain with the purchasing district and that student-specific equipment will follow the student. Common consortium equipment will be distributed by agreement among the participating districts. The MOU also names Beaulton Unified School District as the administrative unit that will hold consortium reserve funds until all revenues are received and liabilities resolved.
The motion to approve the dissolution was moved by a board member and seconded; the board voted unanimously in favor. Trustees present recorded ayes during roll call and the motion passed.
