At its Dec. 9, 2025 meeting at the Harrison Senior Center, the Harrison City Council tabled consideration of proposed Area of City Impact maps and later voted to enter an executive session to consult with legal counsel about imminent litigation. Mayor Wanda Irish called the meeting to order at 6:00 PM; a four-member quorum was recorded (Will Butler, Josephine Prophet, Joe Cornell and Debbie Lockhart), and routine items on the consent calendar were approved unanimously.
Council members reviewed three map options for the Area of City Impact — a 1-mile radius, a 2-mile radius and the current boundary — but “awaiting additional information” prompted a motion to table the item. Will Butler moved to table the matter and Joe Cornell seconded; Butler, Prophet, Cornell and Lockhart voted AYE. Later in the meeting, Will Butler moved and Debbie Lockhart seconded a motion to enter an executive session under Idaho Code 74-206(1)(f) "to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated." The motion passed on a 4-0 roll call. The public meeting adjourned at 8:30 PM.
