County staff presented and the commissioners approved a proposed federal FY2025 Community Development Block Grant budget modification that would reallocate funds to a Wayne Township water‑meter replacement project and allow replacement of several inoperable fire hydrants in the project area.
Staff said the modification deletes previously funded lines for a Juniata Terrace water‑main river crossing and county park restrooms because of CDBG requirements and unsuccessful competitive grant applications; alternate funding is being sought for the restroom project. The new Wayne Township line would add $182,553 to the project, which staff said will increase the project's total budget and allow replacement of multiple fire hydrants that are not currently serviceable.
Commissioners moved, seconded, and approved the budget modification by voice vote. Staff discussed the exact count of hydrants during the briefing; the presenter corrected intermediate figures in the record, indicating the final project will cover a set of inoperable hydrants in the benefit area.
