Trustee Free (Speaker 14) argued that approving a contractor without competitive bids "lacks transparency" and "is going to increase public distrust," urging staff to re-open outreach and explain why previous solicitations failed. District facilities staff (Speaker 10) responded that the project has a long regulatory pathway (AQMD/DTSC soil testing) and that repeated request-for-proposals (RFPs) and prequalification attempts produced no respondents; staff said legal counsel advised engaging a vendor already experienced with similar K–12 projects so the district can obtain a scope and cost estimate and return to the board. "We reissued the RFP... they also didn't respond," staff said while summarizing procurement efforts.
Trustees debated timing concerns tied to Measure G bond-spending windows and the risk of further delay if contaminated soils require remediation. After discussion, the board voted to table item 11a for further staff work and clearer procurement documentation.
