Facilities staff presented the bid tabulation and recommended awards for Measure G Phase 1E districtwide reroofing.
Edith Emezuo told the board the bidding and prequalification process produced responsive bids that allow the district to proceed across all 17 priority sites. "The bids came in at budget... We have enough money to reroof at all 17 sites," she said, and described a recommended split among three contractors (BEST/BES, AME, ATCO/ADCO) to complete the work and an owner-furnished contractor-installed material package from Garland.
Emezuo summarized costs: construction subcontract awards subtotaled about $11.785M, owner-furnished roofing materials about $9.3M, hard costs $21.1M, soft costs (hazmat consultants, architect, inspector, construction manager) about $2.7M, and a grand total estimate of $23.9M. She also described steps to finalize contracts, preconstruction meetings, abatement and demolition timed for spring break, and reroofing scheduled in summer to finish before students return. Trustees asked about contingency planning, warranty and monitoring, treatment of hazardous materials and how ELOP funds would share some sites at 65/35 percentages; staff confirmed contingencies and warranties are built into contracts and that monitoring and hazardous-material abatement plans have been included in addenda.
