Commissioners split on mandatory receipts for Milton grants

A central compliance question emerged when Commissioner Wright asked whether receipts and invoices should be mandatory for Milton Community Enhancement Grant recipients. "Could we improve that year end reporting?" Wright had asked in the prior meeting; Wright reiterated the group’s earlier suggestion that receipts be required.
John Donovan of Slingshot (S5) said making receipts mandatory can be burdensome and that receipts do not always demonstrate impact. "Receipts aren't always the most efficient way to show the impact," Donovan said, arguing that compliance should focus on whether funds were used as proposed and on outcome data showing impact rather than on raw receipts.
The chair noted that the county’s grant coordinator, Tanya Blunt, indicated many grantees already provide receipts. The exchange left the committee without a formal change to reporting requirements; commissioners asked for written options that balance accountability with minimizing reporting burdens on small nonprofits.
