Council previews solid‑waste fee increase to replace aging trucks; recommended bump from $5.88 to $6.10 weekly

Jason Mitchell briefed council on the solid waste enterprise fund and equipment‑replacement scenarios. He said Hampton collects tens of thousands of tons of refuse and recycling annually and that many collection vehicles are approaching the end of an 8‑year useful life.
Mitchell presented three replacement scenarios and recommended replacing six vehicles per year. Under that scenario, he estimated the weekly residential fee would rise from $5.88 to $6.10 in FY 2018 (a $0.22 weekly increase, about $11.44 per year) to sustain service and maintain the required emergency fund balance. "The automated trucks are in the neighborhood of $300,000 each, and the bulk trucks are in the neighborhood of $200,000 replacement," he said.
Council members asked for clarification on vehicle mixes and regional rate comparisons; staff noted Hampton's current rates remain below nearby localities and that the recommended increase keeps Hampton competitive while funding replacements. No formal action was required at the work session; staff will include the recommendation in the manager's proposed budget and present to the public.
