City Manager Elaine told the council the city’s animal shelter received a $90,000 grant from the American Society for the Prevention of Cruelty to Animals (ASPCA) to fund an emergency‑response trailer, and she updated council on the RFQ process for the Stein Mart property and legal steps under the Surplus Land Act.
She said five RFQ responses have been submitted and that the next mandatory step is compliance with the Surplus Land Act, including issuing a notice of availability to the California Department of Housing and Community Development and other eligible agencies. “The Surplus Land Act does not give any other parties the first right of refusal. It merely requires good faith consideration if interest is expressed,” she told council, and staff will evaluate offers against essential terms including fair market value and project feasibility. Council members thanked staff and the state senator for the nearly $1 million in grant support for the Oso Creek Trail noted earlier in the meeting; staff confirmed that the trailhead grant is specific to that CIP and would not cover unrelated parking structures.
