Mission Viejo council adopts resolution opposing California Proposition 50, citing risks to local representation

The Mission Viejo City Council voted to adopt a resolution opposing California Proposition 50 and its enabling legislation, which would transfer congressional redistricting authority from the voter‑created independent commission to the state legislature and trigger a special statewide election on Nov. 4, 2025.

Councilmember Trish Kelly introduced the resolution, saying Proposition 50 “would remove existing safeguards intended to maintain the integrity of local communities in the redistricting process” and could split Mission Viejo between two congressional districts. Dozens of residents spoke both for and against the resolution during public comment; speakers in favor warned that the proposed maps would fracture the city and dilute its voice in Congress, while others said a temporary mid‑decade change is a voter decision. After discussion the council approved the resolution in opposition to Proposition 50 by a 4–1 vote.
