Mission Viejo adopts 2025 California building and fire codes; changes effective Jan. 1, 2026

The Mission Viejo City Council voted unanimously to adopt the 2025 California Building and Fire Codes as part of the state's triennial code update.
A city staff presentation noted that state law requires cities to adopt the new codes; staff recommended adoption with only limited local clarifications to the fire code, and no new local amendments to the state building code. “The new codes will become effective on 01/01/2026,” staff said during the second reading. No members of the public spoke during the hearing, and council members moved and approved the recommendations without objection.
Council members were told the city had provided direct notice to potentially affected industry groups, and staff reported receiving no comments from the Building Industry Association. Staff and council said they will continue to review any implementation details needed before the codes take effect next year.
