Assistant city manager Steve Bond presented a set of human‑services and workforce proposals intended to reduce poverty and connect residents to jobs. He described creation of an Office of Economic Empowerment and Family Resiliency — a coordinator position to link social services, housing and workforce resources — at an estimated annual cost around $91,000–$92,000.
Bond also proposed expanding the summer youth employment program from about 82 slots to 200, with an annual cost estimate of roughly $350,000; staff said the increase factors in a $10 minimum wage for many slots and additional college intern support to manage placements. “Currently, we have about 82 slots that we fund. This would move that to 200 slots,” he said. Council members framed the expansion as an anti‑poverty and workforce pipeline investment and asked staff to align placements with school academies and career pathways.
