The city manager outlined the second half of the afternoon as a prioritization exercise in which council members will mark a long project list with red, yellow and green dots to indicate tier‑one, tier‑two and lower priorities. He told members the exercise is intended to capture their 1–5 year strategic priorities, not to constrain thinking to the current preliminary revenue headline.
“You will be given dots, red, yellow, green to indicate your highest priorities, your mid priorities, and those that while they may have merit, you don't want us working on,” he said as staff set up flip charts and project sheets. The manager repeated that staff will revisit the numbers as state revenue information and the Commissioner's personal property roll become available. The format is meant to surface council consensus on near‑term work and to inform later budget drafts.
